It contains new concepts never seen in Small City:

Supply Water to your buildings with Water Pumps
2 New Action Characters Cards
New Specialized Citizens (The teachers, the Workers...)
New Real cities in North America with 8 new twists
New Terrain: The beach
New Real Buildings : the Golden Gate, the Statue of Liberty
A new Citizen variant with the 11 men and 11 women provided in the base game
3 New Leisure Buildings to make the game more complex

and of course, more promise cards
